Waters grew up in a musical family; her grandfather was the famous jazz trumpeter and big band singer, Kid Howard. After completing her university studies in computer science, she worked as a public service intern while focusing on songwriting.
She signed her first record deal in 1991 with Mercury Records. Her first single "Gypsy Woman (She's Homeless)" became an international hit, topping the dance charts and reaching the Top 10 in the United States, the United Kingdom, and many other countries. Her second album, "Storyteller", released in 1994, includes the hit "100% Pure Love", which remained at the top of the American dance charts for 45 consecutive weeks.
Despite a decline in popularity in the late 1990s, Waters continues to record and perform. In addition to her music career, she is also active in philanthropy, supporting various causes including HIV/AIDS and breast cancer.
Living primarily in Europe in recent years, Waters continues to achieve success in the dance and electronic music scene, demonstrating her longevity and ongoing influence in the music industry.
